Eric Lucan is the Marin County supervisor for District 5, which covers most of Novato, and the board's president for 2026. He did not seek re-election to the board and faces Rohnert Park Councilmember Jackie Elward, also a Democrat, on November 3 for the open Assembly District 12 seat.
Background
Eric Lucan grew up in Marin County and is 45. He has worked in marketing for Mike's Bikes, a North Bay business, including as chief marketing officer, and holds an MBA, according to his 2025 campaign announcement. KQED reports that he and his wife own a fitness studio in San Francisco; they have young children. He served on Novato's parks and recreation commission, then spent 11 years on the Novato City Council, including three terms as mayor. KQED reports he was a registered Republican in college and became a Democrat in 2011, after his election to the council. He was elected District 5 supervisor in 2022 and took office in January 2023.
In office
District 5 covers most of Novato and nearby unincorporated communities, including Bel Marin Keys, Black Point, Green Point and Indian Valley. Lucan is the board's president for 2026. He has sat on the Sonoma-Marin Area Rail Transit (SMART) board since 2012, apart from a two-year gap, and chaired it in 2026; he has also chaired the Transportation Authority of Marin and served as a First 5 commissioner.
In his Assembly campaign he has proposed expanding SMART and linking it with other North Bay transit agencies, upgrading Highway 37 against congestion and flooding, and consolidating school districts in Sonoma and Marin to cut overhead, the Press Democrat editorial board reported. At a September 30, 2026 forum hosted by The Ark, he proposed reviving redevelopment agencies and their tax-increment financing for housing, said housing priced as affordable by county standards is not affordable where it is built in Marin, and said the Zone Zero ember buffer around homes is a good idea that should not be mandated. He said his priorities on artificial intelligence are protecting children from chatbots and requiring data centers to disclose their water and energy use. He supports state funding to finish high-speed rail.
Jared Huffman, U.S. Representative, endorsing his Assembly run, said “Eric Lucan will be a relentless and capable champion for our communities” (Marin Local News, April 8, 2025). Sara Aminzadeh, a state environmental leader and Kentfield School Board trustee, backed his campaign, saying “Eric Lucan is a proven leader” who delivers for North Bay families (Marin Local News, April 8, 2025).
On the ballot
Lucan did not run again for supervisor; Magali Limeta won District 5 outright on June 2 and takes office January 4, 2027. In the June 2 Assembly District 12 primary he led six candidates with 28.3 percent to Elward's 22.6 percent. Sen. Adam Schiff, Rep. Jared Huffman, Speaker Robert Rivas and California YIMBY back him, and The Press Democrat's editorial board recommended him. KQED reported that Grow California, funded by Chris Larsen and Tim Draper, had spent nearly $3 million in the district opposing Elward and supporting Lucan. Lucan said he disavows outside spending, cannot legally coordinate with it and has received no money from the group.
Jackie Elward, the opposing candidate, said some of the interests behind the primary attacks on her also support Lucan, and that he declined her request to publicly denounce the ads as false; Lucan did not respond at the forum (The Ark, October 2026). Elward also said crypto billionaires aim to elect a candidate they can bring to Sacramento to push their agenda, pointing to her own race, where their committee backs Lucan (KQED, October 16, 2026).
