Roy Stockton

Councilmember, District 1, Vacaville

Running for Mayor of Vacaville

Roy Stockton is a Solano County sheriff's sergeant who has served on the Vacaville City Council since his election in November 2020, representing District 1. He is running for mayor of Vacaville on November 3, 2026, against Councilmember Sarah Chapman, and his council term runs to December 2028.

Background

Roy Stockton is a sergeant in the Solano County Sheriff's Office. His 2026 ballot statement gives his age as 45, cites two decades of public safety experience and lists his role as an Honorary Commander at Travis Air Force Base. He won a four-way race for the Vacaville City Council in November 2020 with 38 percent of the vote, succeeding Mitch Mashburn, a sheriff's lieutenant who left the council for the Board of Supervisors and endorsed Stockton. He was re-elected without opposition in District 1 on November 5, 2024. The Daily Republic has reported that he served an earlier term as vice mayor.

In office

In 2021, reporting by local outlets revealed that Stockton had sold leather and metal goods online bearing symbols of the Three Percenter movement and that a fellow sergeant had made him a rifle display with the emblem. In an email that year, Stockton wrote, "I strongly condemn the violent and racist views" of extreme right, militia and anti-government groups. The Vallejo Sun reported in 2022 that he had not explained why he displayed and sold the merchandise. In April 2021 Sheriff Tom Ferrara said federal officials had found no evidence that his employees belonged to extremist organizations.

In January 2025 Mayor John Carli nominated Stockton for vice mayor, and the council chose Sarah Chapman. That June he voted with Carli and Ted Fremouw against letting Chapman sign a Pride Month proclamation, which passed 4-3. In January 2026 he joined the 4-3 majority that elected Mike Silva vice mayor, after saying he wanted to be sure the choice was committed to the job. On June 23, 2026, he voted with the five other members present to place Measure V on the November ballot. It would add a one-cent sales tax, raising the combined rate from 8.125 percent to 9.125 percent; the ballot arguments on both sides put the revenue at about $28 million a year.

On the ballot

Stockton is one of two candidates for mayor of Vacaville on November 3, 2026, an open seat because Mayor John Carli is running for county supervisor. His ballot designation is Councilmember / Sheriff's Sergeant, and his opponent is Councilmember Sarah Chapman. His ballot statement lists public safety, fiscal responsibility, support for local businesses and carefully planned growth as priorities, and names endorsements from the Vacaville Police Officers' Association and Vacaville Firefighters Local 3501. His District 1 term runs to December 2028; that seat would be vacated if he wins.
